LWUA Administrator Vicente "Vince" Homer Revil is a lawyer and a politician who hails from Masbate. He is a Business Administration graduate at the University of Sto. Tomas in 1992 and a diploma holder in management with honors from the University Of Melbourne. He studied law at the Ateneo de Manila University in 2001, and studied courses in management and public administration at the Asian Institute of Management, Harvard University Kennedy School of Government, Erasmus University in The Netherlands, and National University in Singapore. He was later elected as the Province of Masbate's Vice-Governor and was awarded the "Outstanding Local Legislator" in 2016.
He also served as Governor from 2015 to 2016 where he was awarded as the "Outstanding Governor and Outstanding Public Servant" in 2016. After his term, he headed the Constitutional Reform of the DILG. He is currently appointed as the Administrator of the Local Water Utilities Administration.

MWSS Administrator Leonor "Bobby" C. Cleofas began her professional career with the MWSS in 1980 until she retired after many years of dedicated service as the Deputy Administrator of the Engineering and Technical Operations Group. Later on, she was appointed as the MWSS Administrator by former President Rodrigo R. Duterte in September 2021, and was then re-appointed by President Ferdinand R. Marcos in October 2022.
She is the first female MWSS Administrator and the only career executive officer of the Metropolitan Waterworks and Sewerage System with a CESO rank. She graduated with a Bachelor of Science in Civil Engineering (BSCE) from the University of the East, Manila and Bachelor of Science in Sanitary Engineering (BSSE) from the National University, Manila, and completed her MBA from the Manuel L. Quezon University, Manila.
She also received her Diploma on Water Supply Management in Germany and is currently occupying various positions in both national and international organizations. Administrator Bobby is also elected as the Vice President of the Asia Water Council.

Atty. Amabelle C. Asuncion has over 20 years of experience as a law practitioner in both the private and public sectors. Her field of expertise covers corporate and commercial law, regulatory and compliance, and government relations. She is a former commissioner of the Philippine Competition Commission, where she performed adjudicative and rule-making functions, undertook overall management of the Commission, and acted as its official representative in local and international fora.
Her other experiences in the public sector include serving as Executive Director for the Senate Oversight Committee on Climate Change and as Senate legislative officer. She also served as law and policy reform consultant for the Asian Development Bank. She is a faculty member of the UP College of Law.
In the private sector, Atty. Asuncion has extensive experience in commercial and corporate practice. She advised top local and foreign businesses in various capacities, including as chief legal counsel and as a corporate partner of a law firm.
Atty. Asuncion graduated from the University of the Philippines with a BA in English Studies, magna cum laude, and a Bachelor of Laws. She obtained her Master of Laws in International Legal Studies from Georgetown University Law Center graduating with distinction.
